THE STORY OF PROJECT BESKAR
Timeline and Narrative to Date
July 22, 2026
This document presents the documented sequence of Project Beskar (ANX 24-072) from its 2017 agricultural origins through the current procedural pause in July 2026. Where the pattern of ownership transfers, private outreach, land-use requests, and timing relative to the Tesoro Groves / FPL conversion strongly supports an inference, that inference is stated explicitly and labeled as such.

I. Timeline
2017 โ Agricultural Entry
Beskar-related entities (described publicly as pea and bean farmers from Wisconsin) purchase 658 acres of former Indiantown Farms / Louis Dreyfus Citrus agricultural land for $5.5 million. Closing occurs just weeks after the Village of Indiantownโs incorporation vote and before the December 31 effective date of incorporation. At this stage the land remains agricultural in character and use.
2024 โ Early 2025 โ Private Outreach
Beskar representatives begin meeting with Village Council members. According to later public accounts, the discussions include a data-center concept (at a time when the term had not yet become politically charged locally), an offer to construct a water plant and convey it to the Village, and in some conversations the suggestion of a full-service hospital. Representatives also convey that they believe Florida Statute 171.044 provides grounds to challenge a denial of annexation.
April 25, 2025 โ The Deed Cluster
A coordinated multi-parcel deed cluster is recorded transferring several hundred acres from Tesoro Groves Ltd Partnershipโthe same ownership complex that later supplies the 5,722-acre FPL annexationโinto Beskar-group entities, including Indiantown II North LLC, Indiantown II Mid LLC, and the Emmert Trust. This transfer is the clearest documented ownership hinge between the Tesoro/FPL project and Project Beskar.
Late 2025 โ Early 2026 โ Additional Assembly & Applications
Additional acreage (reported as roughly 600 acres) is acquired from Tesoro Groves / King Ranch of Texas for nearly $20 million. Land values have risen substantially from the 2017 baseline. Formal applications for voluntary annexation and a Future Land Use Map amendment to Light Industrial (ANX 24-072, totaling approximately 1,289.71 acres) are prepared and submitted. The materials and prior statements include a data-center narrative; no formal site plan is filed with the annexation package.
February 12 โ April 30, 2026 โ The FPL Precedent
On February 12 the Village completes final annexation of the 5,722-acre Tesoro Groves / FPL property. On April 30 the Village Council approves the Tesoro Groves Planned Unit Development after a compressed process of roughly eleven weeks. The industrial conversion of the larger FPL-owned tract is now locked in, establishing both a political precedent and an industrial-corridor logic immediately adjacent to the Beskar lands.
Spring โ Early Summer 2026 โ Applications Remain Active
Beskarโs annexation and Light Industrial Future Land Use applications stay on file. The data-center narrative continues to attach to the request even while no development plan has been submittedโan approach consistent with securing the enabling land-use designation before presenting a specific project program.
July 2026 โ Procedural Pause
A public hearing before the Planning, Zoning and Appeals Board is scheduled for July 16. Shortly beforehand, Beskarโs attorney requests postponement. The hearing is canceled. As of late July 2026 no new hearing dates have been requested or set. The applications themselves have not been withdrawn.
II. Narrative
Project Beskar did not begin as a data-center play. It began in 2017 as an agricultural land purchase by out-of-state farming interests who closed on former citrus acreage in the brief window between Indiantownโs incorporation vote and the formal effective date of the new municipality. For several years the land remained agricultural in character.
That posture changed. By the period surrounding the rise of the Tesoro Groves / FPL industrial conversion, Beskar representatives were meeting with nearly every member of the Village Council and presenting a different vision: a data center, a water plant that would be given to the Village, and in some conversations the suggestion of a hospital. They also conveyed that they viewed an annexation denial as potentially challengeable under Floridaโs voluntary annexation statute.
The most concrete hinge appears on April 25, 2025. On that date a coordinated set of deeds moved significant acreage out of Tesoro Groves Ltd Partnershipโthe same ownership complex that would shortly become the 5,722-acre FPL annexationโand into entities controlled by the Beskar group. This was not a routine agricultural transfer. It was land assembly timed to the emergence of a large-scale industrial pathway immediately adjacent.
Subsequent purchases from the same Tesoro complex at substantially higher prices reinforced the shift. What had been a 2017 agricultural acquisition was now being assembled and positioned for Light Industrial Future Land Use inside the Village. The applications that followed sought exactly that enabling designation: voluntary annexation plus the Future Land Use category that opens the door to data-center-scale and other high-intensity industrial uses.
The sequence is difficult to view as coincidence. FPLโs compressed annexation-to-PUD process created both a political precedent and an industrial corridor logic. Beskarโs Light Industrial request sits downstream of that precedent, on land that had already begun migrating out of the Tesoro ownership complex the year before.
As of late July 2026 the formal process is paused. The July 16 PZAB hearing was canceled at the applicantโs request; no new dates have been set. The applications remain on file. No site plan has been submitted, which is consistent with a strategy of first securing the land-use entitlement and only later presenting a specific development program.
III. Glaring Pattern-Based Inferences
These are not courtroom findings. They are the most coherent readings of the documented sequence of ownership transfers, private outreach, land-use applications, and timing relative to the FPL/Tesoro conversion.
1. Succession, Not Isolation
The April 25, 2025 deed cluster from Tesoro Groves Ltd Partnership into Beskar-group LLCs is the strongest single piece of evidence that Beskar is not an independent agricultural holdout. It is a documented continuation of the same agricultural-fringe industrial conversion strategy that produced the FPL/Tesoro PUD.
2. Entitlement First, Project Later
The absence of a site plan while simultaneously carrying a data-center narrative and seeking Light Industrial Future Land Use is a classic entitlement-first approach. Once Light Industrial is locked in, the subsequent site-plan or special-exception process becomes far easier. Whether the ultimate operator is Beskar itself or a later hyperscale buyer is secondary; the critical public decision is the land-use conversion.
3. Pressure and Precedent
The combination of early private meetings, infrastructure-gift and hospital language, and the later intimation of legal recourse under FS 171.044 suggests a dual-track strategy: offer benefits while raising the perceived cost of denial. The FPL precedent makes that cost higherโexactly the consistency argument later highlighted in public commentary.
4. Strategic Pause, Not Abandonment
Canceling the July 16 hearing without withdrawing the applications is more consistent with waiting for a more favorable political or procedural window than with abandoning the industrial objective.
IV. Summary
What began in 2017 as an agricultural purchase by Wisconsin farming interests had, by 2025โ2026, been repositioned through coordinated land assembly from the Tesoro complex, private outreach to elected officials, and formal applications for Light Industrial Future Land Use. The project now sits downstream of the FPL/Tesoro industrial conversion, shares ownership-transfer DNA with it, and remains formally alive even while its public hearing has been postponed.
The most coherent reading of the record is that Beskar is the next phase of the same agricultural-to-industrial corridor strategy, not a separate farming story that merely happens to be occurring nearby.
