Parks capital versus Utilities wells

Question asked: a new playground was installed at Booker Park in the same construction window as a new 8-inch well that is physically present in the Village. Did any well get charged to Parks & Recreation? If not Parks, who paid, and under what permit?
1. Bottom line
Finding on the Parks charge-off question
On the adopted FY 2025-26 Village budget and the Parks 572000 roll examined to date, the Booker Park playground is a Parks capital outlay. The wells are not.
Parks line that matches the playground: Department 572000, object 606400 Capital Outlay, $250,000 (Village staff later described the replacement as about a $300,000 investment). No Parks object in that roll is labeled well, wellfield, Floridan, injection, or 8-inch casing.
The 8-inch object that sits next to the words “Booker Park” on the Public Works Director’s March 2026 slide is a 100-year-old water main — a pipe — being replaced with 16-inch along the CSX right-of-way from Booker Park to Fernwood Forest. That is a Utilities / Commerce grant transmission project, not a well and not Parks.
The wells Nolan photographs in the same deck are Floridan aquifer production wells for the new reverse-osmosis plant and a deep injection well at the wastewater plant. Funding path: Water/Sewer CIP plus State Revolving Fund and Florida Department of Commerce / CDBG-DR subrecipient agreements.
Martin County DOH eBridge did not return a 2025–26 well construction file at the playground address 15101 SW 169th Avenue. Public-supply Floridan wells and a Class I injection well are permitted by SFWMD and FDEP, not by a Parks building permit.
2. What was built at Booker Park, and on which parcel
Booker Park is the neighborhood. The park that received the new playground is a Village-owned lot on SW 169th Avenue, immediately south of the Parks & Recreation offices and next to a vacant School Board lot the Village is trying to buy to expand the park.

Village Manager Taryn Kryzda, April 9, 2026 regular meeting: the playground then being replaced sits south of the Parks offices; the unused school building at 15161 is the expansion target. A well or piece of playground hardware on 15161 would sit on School Board land unless a sale closed after that date.
3. Parks & Recreation expenditure — what the budget actually says
Florida municipal fiscal year is October 1 through September 30. “Last year’s 26 budget” is the Village of Indiantown FY 2025-26 adopted budget (Resolution 012-2025, final hearing September 25, 2025). Parks is General Fund department 572000.
3.1 Parks 572000 lines that touch Booker Park

The $250,000 / ~$300,000 figure is the playground. It is Parks capital. It is not large enough, and is not labeled, as an 850-foot Floridan production well or a Class I injection well. Those projects sit in the multi-million-dollar Water/Sewer CIP and grant packages.
3.2 What FY25 adds
The reason FY25 was pulled in is the construction calendar: playground work and well drilling were both visible in the Village in late 2025 and spring 2026. FY25 Parks operating and capital, on the documents reviewed, still do not carry a well. Prior-year playground planning and any remaining PlayPower contract balance would still post to Parks 572000 / capital outlay, not to a well object. If a well were hidden inside a Parks “improvements” lump, the next document that would show it is the general-ledger detail or the vendor invoice — not the adopted department roll.
4. The 8-inch object next to Booker Park is a pipe
This is the confusion the Nolan deck resolves on its face. Slide 8 of the March 26, 2026 Public Works & Utilities Update puts four projects on one page. Booker Park and “8-inch” share a quadrant. That quadrant is titled Railroad Avenue Water Main.

Pressure-balancing language from Public Works (supplement the new RO plant and lines; regulate flow and pressure) is what a larger transmission main does. An 8-inch-to-16-inch replacement on the CSX alignment from Booker Park to Fernwood Forest is the engineered answer to that sentence. A shallow 8-inch surficial well at a playground is not.
5. The wells that were actually drilled — and who pays
Nolan’s next slide puts the tall rig on the wastewater plant, not on 169th Avenue.

5.2 Distance — why the sites get confused on the ground
The playground at 15101 SW 169th, the Farm Road water plant, the industrial / CSX corridor, and the WWTP sit in the same southwest grid. Straight-line distances from the playground lot are on the order of a few tenths of a mile to under a mile, not miles. A resident standing at the new play structure can hear and see plant and railroad work. That proximity is real. It does not move the well invoices onto Parks 572000.
5.3 Permits — why DOH eBridge was not the whole answer
Private and many small public wells in Martin County file through DOH eBridge. The Village’s new production and injection wells are a different class:
South Florida Water Management District consumptive-use and well-construction path for public-supply Floridan wells (historic Village CUP family includes 43-00041-W).
Florida Department of Environmental Protection underground injection control for the deep injection well.
FDEP / DOH coordination on the public-water system (PWS) that will take the Floridan raw water into the RO plant.
A search of eBridge by 15101 SW 169th / “169” did not produce a 2025–26 construction permit at the playground. Hits in the same season clustered on Farm Road plant addresses. That is consistent with Utilities, not Parks.
6. Analysis — did Parks pay for a well?
6.1 What can be said from the open record
- Parks paid for a playground. The adopted FY26 Parks capital object that matches the work is 606400, $250,000. Staff described the replacement as about $300,000 on April 9, 2026. Vendor on the ground: PlayPower. Closure date: April 6, 2026. Parcel: 01-40-38-000-000-00141-0.
- Parks did not, on the adopted department roll, pay for a well. No Parks line is labeled well, wellfield, Floridan, injection, or 8-inch casing.
- The 8-inch that is officially tied to Booker Park in Nolan’s own slide is a water main. Funding: Florida Department of Commerce. Agenda vehicle on March 26, 2026: Railroad Avenue Water Transmission Main replacement (MS018), sitting on the same agenda as the RO plant subrecipient agreement (MS017).
- The wells drilled in the same months are Utilities assets. Two Floridan wells were already in the ground by March 2026 as RO source water. A deep injection well and additional Floridan wells were underway at the WWTP with a June 2026 target. Those are Water/Sewer CIP and grant projects.
- If a physical well exists on or immediately against the playground lot and is not one of the above, it is not identified in the Parks budget, the Nolan deck, or the eBridge hits at 15101 SW 169th. That is a records gap, not a Parks line item.
6.2 What would change the finding
A general-ledger export showing a well contractor (for example Florida Design Drilling or the DIW contractor) paid from 572000 rather than a water or sewer fund.
A well-construction permit, as-built, or SFWMD completion report with site address 15101 or 15161 SW 169th Avenue and a 2025–26 drill date.
A change-order on the PlayPower contract that adds a well or well abandonment.
Until one of those appears, charging the well to Parks is not supported by the adopted budget or the Director’s own slides.

These were looked for in open packets and portals first. They are not in the adopted budget PDF or the flattened Nolan slides. Ask the Clerk / Public Works / SFWMD / FDEP in this order:

9. Holding statement
For use until the ledger or a permit says otherwise
The new Booker Park playground sits on Village folio 01-40-38-000-000-00141-0, 15101 SW 169th Avenue. Parks & Recreation capital paid for that playground.
No adopted Parks line reviewed to date charges a well to department 572000.
The 8-inch feature the Public Works Director placed on the same slide as Booker Park is a century-old water main being upsized to 16-inch on the CSX alignment. That invoice belongs to Utilities and a Commerce grant.
The wells drilled in the same months are Floridan RO source wells and a deep injection well at the wastewater plant. Those invoices belong to the Water/Sewer CIP and state/federal grant files.
A well that is physically present and still unexplained should be run to SFWMD / FDEP / the general ledger — not assumed to be a Parks charge-off.
